  About Us

L.A.D.O.M. is a public, non-governmental, humanitarian, apolitical, organisation that follows the public benefit and acts on the whole territory of the Republic of Moldova. LADOM was registered on March the 19th 1997 at the Ministry of Justice of the Republic of Moldova and acts according to the law in force of the Republic of Moldova.

The League for Defence of Human Rights in Moldova was constituted on 26 December 1996 on the basis base of: Human Rights Universal Declaration, Final Act from Helsinki, Final Document from Vienna and the legislation in force of the Republic of Moldova. L.A.D.O. Moldova is member-correspondent of the International Federation of Human Rights Defence F.I.D.H. (Paris-France).

L.A.D.O.M. Central Office and its branches carry out its activities on free sensation and rights equality of all members’ principle, and volunteers is the general rule of its activity.

Priority goals and functions of the League are:
Defending through all legal means of people harmed in their civil, politic, economic, social and cultural rights, by anyone and in any form;
Interfering by the State, local administration and authorities, for the observance of democratic principles and pulling up injustice and excess;
Spreading its ideals through all legal means, which it considers useful, informs the local and international public opinion about encroaching upon human rights by state bodies or local public administration and by the juridical errors it got aquatinted.
Contributes to the development of the democratic society and turns to account the European and International democratic tradition.

L.A.D.O.M. pleads for a free and democratic society, economically developed, opened and reforming, with national, cultural and authentic values. It backs up and encourages the free access to information, in this context having the wide experience gathered through the tight collaboration with national and international NGOs, as well as with Media, through the carrying out of “Round tables”, Radio-TV Programmes etc.

Achieved activities:
The Sociological study “Situation of children from poor families” (UNICEF)
The sociological study was achieved to the challenge of UNICEF, by the League for Defence of Human Rights and Chair of Social Management of AESM (Academy of Economic Studies of Moldova ).The investigation was done on a proportional sample of 1404 family nucleuses and 500 children between 11 and 17 years , in 4 districts from Central geographical area of the Republic of Moldova, 5 from North area, 3 from South and 4 from Transnistria. In the frame of the study it was done a delimitation of unprotected families, for a comparative analysis to the other families

Caravan “Know your rights”

The «Know your rights!» programme is achieved from a instructive point of view and supposes a series of courses for training the local Mass Media journalists, public servants form the districts and NGO leaders, that act in the domain of human rights defence. The programme has as a goal the implementation and monitoring of economic and social rights, to which the Republic of Moldova is a part, in base of The European Convention of Human Rights, European Social Charter, Universal Declaration and the International pact regarding Civil and politic Rights, Art. II, point 2, adopted on December 16 1996 at New York, by the UNO General Meeting.

The OPEM Programme – Observing and Monitoring the Electoral Process in the Republic of Moldova.
The programme is conceived from an instructing point of view and represents a series of training courses for the domestic observers (jurists, economists, public functionaries, students from the Economy, Law, Journalism faculties) who participated in the parliamentary polls dated March 22, 1998, local elections from May 23, 1999, local partial elections from January 2000, local elections of mayors revocation (October 1 –November 5, 2000), anticipated Parliamentary elections from February 25, 2001, election of the administrator of the TAU Gagauz Yeri 2002, general local elections 2003.

The training courses’ goal was to instruct the observers in the regard of the observer’s role and functions at the elections, voting modalities, electorate’s and electoral functionaries’ behaviour.
The programme’s goal consisted in observing and monitoring the electoral process in Moldova.

Working out the National Strategy about Promoting and Observing Human Rights in Moldova
The goal of this project is to work out and apply the National Strategy about Promoting and Observing Human Rights in Moldova for 2000-2003.The main objectives are:
The massive involvement of the public functionaries, lawyers, university professors, leaders of the non-governmental organisations with a view to establish the priorities which have to be pointed out during the process of setting up and implementation of the national strategy.

Developing the partnership relations between the NGOs qualified in defending human rights.
Developing the relations of collaboration between the non-governmental and the central and local public administration with a view to achieve the aims of this project.
Offering free juridical assistance to socially vulnerable strata of people.

“Youth’s magazine” – LADOM publication.
Herein LADOM published diverse articles, informing materials with a civic content with the view of consolidating the non-governmental sector in Moldova
REFORM “Know your rights” - Social-economic bulletin publication.
LADOM bulletin – periodical publication that is being distributed free of charge. Social-economic aspects of Moldovan reforms, the issues in the human rights field are reflected here.
“For free and fair elections”
A practical guide for observers, electoral functionaries. It contains a detailed analysis of the international and national electoral law.
“Public functionary’s guide”
A practical guide for public functionaries, which contains a selection of international, national, legislative and normative documents.
Radio broadcasts
“Know your rights!” Radio marathon, in collaboration with the Information and Documentation Centre of the European Council - Chishinau and the Mayoralty of Chishinau City. The Radio Marathon takes place at the municipal Radio Station “Antena C”.

Corruption is closely related to the administration of public affairs and to the quality of services that the public administrations provide for the citizens. The bureaucratic delay in drawing up documents, incompetence of state in ensuring security of producers, lobbyism, protectionism, influence trafficking, unfair competition, excessive state regulations and controls that affect the mechanisms of market economy and free competition, discouraging potential investors and entrepreneurial initiative, lead to the increase in the cost of public projects, to the reduction in economic efficiency, to the extension of tax evasion, to reduction in payments to the budget and to development of underground economy. The purpose of the project is to promote democratic development in Moldova through free and fair elections that will ensure the legitimacy of the elected Parliament. The project intends to provide a full and complete review and analysis of the pre - and electoral campaign, Election Day, and the post election periods, whereby citizens, electoral contestants, and government authorities are made aware—via regular distribution of reports and press conferences - of all election related issues, including infractions and violations in the law.
